REMEP Backgroud

The Euro-Mediterranean Energy Ministers Conference of 2003 launched the Rome Euro-Mediterranean Energy Platform (REMEP) as the driver of the Euro-Mediterranean Energy Partnership, to provide logistical support for the promotion and monitoring of the region's energy cooperation.

The Initial Phase

To ensure the establishment of the Energy Secretariat, a structure has been established at the Institute for Industrial Promotion (Agency of the Italian Ministry of Economic Development) in Rome. The coming months will be dedicated to the: definition of the Secretariat’s juridical status and function; development of the REMEP website with links to relevant networks; secondment of personnel from participating countries; finalisation of the work plan; review of the region’s key energy collaborations; definition of agreements with existing structures and projects. A meeting of the Steering Committee is foreseen for mid-2007 to define the expert groups and priorities.

Objectives

The objectives of REMEP are the following:

  • provide technical support to ensure the timely implementation of the resolutions made by Ministers regarding the Euro-Mediterranean energy co-operation;
  • to enhance the effectiveness of the initiatives promoted by the Euro-Mediterranean Energy Forum;
  • to collaborate with and provide logistical support to MEDREG (Mediterranean Working Group on Electricity and Natural Gas Regulation);
  • to further develop the Euro-Mediterranean Energy Partnership and dialogue between the EU and the Mediterranean partner countries in the energy area.

Tools

The main tools foreseen to facilitate the Euro-Mediterranean energy collaboration are the following:
  1. the establishment of the Energy Secretariat;
  2. the establishment of a High-level Energy Steering Group, composed of representativs from the European Commission, the European Investment Bank and the Governments that have adhered to the Platform, with the related Expert Groups;
  3. the organisation of conferences, workshops and studies.
A key role in the enhancement of this co-operation is expected from the EU Member States of the Mediterranean basin.

The Energy Secretariat

  The main goals of the Energy Secretariat will be the following:
  • to collect and exchange information on energy policies and projects;
  • to promote co-operation on single projects and investments;
  • to develop a sustainable energy future while e hancing industry participation and coping with the climate change challenge.

Its core activities will include energy data collection, information exchange, energy network co-ordination and expansion.

Four energy focus areas are envisaged in the draft programme of work:

  • energy interconnectors and infrastructure;
  • energy market harmonisation;
  • collaboration for renewable energy and sustainable development;
  • co-operation on energy regulation.

A strong institutional collaboration between REMEP and MEDREG is foreseen.
The Energy Secretariat will be based in Rome, the infrastructure and the initial resources will be provided by the Italian Government, and secondment of personnel and contributions are expected by the participating countries and EU Member States.

The Initial Phase

The primary activities of the Platform have been based on the priorities for the period 2003 – 2006, identified in the Ministerial Declaration of the Euro-Mediterranean Energy Forum, held in Athens, 21 May 2003. In 2007, to ensure the establishment of the Energy Secretariat, a structure has been established at the Institute for Industrial Promotion (Agency of the Italian Ministry of Economic Development) in Rome. The coming months will be dedicated to the execution of the following activities:

  • definition of the juridical status of the Secretariat and is function;
  • further development of the REMEP website with links to relevant networks;
  • integration of personnel from the participating countries within the Secretariat’s structure;
  • finalisation of the work plan, together with the European Commission and the Expert Groups;
  • review of the key energy collaborations underway in the Mediterranean region;
  • definition of conventions and agreements with existing structures and projects;
  • presentation of the Secretariat at the next Ministerial Conference of the Euro-Mediterranean Energy Forum.

A meeting of the High-level Steering Committee is foreseen for mid-2007, and will proceed to the establishment of expert groups and to the selection of priorities.
